Abstract Tentang DPRD Kepulauan Aru

Abstract

This research entitled the Supervision of the People’s Representative Council towards the implementation of Regional Regulation No. 8 of 2014 to Retribution of Rubbish/Sanitation Services at Regency Kepulauan Aru. The research focused on the problem, among others: supervision mechanism of People’s Representative Council, the obstacles faced and the solution to overcome supervision problem toward the implementation of Regional Regulation of Rubbish/Sanitation Services Retribution. The writer was interested to the title because he wanted to find out the performance of people’s representative (DPRD) in acting for and upon the people, as well as they were facilitated extravagantly from the people’s money in conducting the supervising function toward the implementation the Regional Regulation of Rubbish/Sanitation Services Retribution which had not been conducted well.

The research aimed to study and analyze the supervision mechanism of the People’s Representative Council to the implementation of the Regional Regulation No. 8 year 2014 to the Retribution of Rubbish/Sanitation Services, to find out the obstacles faced by the People’s Representative Council of Kepulauan Aru in conducting the supervision towards the implementation of Regional Regulation of Rubbish/Sanitation Services Retribution, and seeking solution to overcome the obstacles. The research was a normative research that used Law approach, along with studied it from the theory perspective of Regional Autonomy, theory of retribution and theory of supervision.

Result of the research concluded that: (1) the supervision mechanism conducted by DPRD toward the he implementation of the Regional Regulation No. 8 year 2014 to the Retribution of Rubbish/Sanitation Services at Kepulauan Aru had not been implemented well in the supervision function. (2) The obstacle factor in supervision implementation by the members of DPRD regency Kepulauan Aru was namely related with the implementation by the government that especially overcame the retribution and rubbish, in this case was BPLH. Besides, that was the lack of sufficient budget supports. The other factors related with supervision management standard that became the guideline of the supervision function are explicitly not regulated in Act Law in force so that the supervision by the members of DPRD Kepulauan Aru towards the implementation of Regional Regulation No. 8 year 2014 to the Rubbish and Sanitation Services Retribution at Kepulauan Aru were not conducted in accordance with the good planning and strategy of the program. (3) The effort conducted by the member of DPRD toward the obstacles factor of supervision function of the implementation Regional Regulation No. No. 8 year 2014 to the Rubbish and Sanitation Services Retribution at Kepulauan Aru could be seen from the lack of budget availability to infrastructure financing of sanitation aids. To overcome the matter, DPRD of Kepulauan Aru take a policy by considering people’s recommendation in  written and spoken, so that the supervision of the Perda’s implementation could still be implemented in accordance with the mandate of Law.
