Analysis of RKPD Semarang City

Abstract

The local development planning has function as a planning to fix the available public resources usage in the regional. So, that is important in the drafting process should be aspirational and using appropriate planning approaches. This study is expected to obtain feedback to improve planning methods that are integrated and synergistic with one another so that the vision and mission of Semarang city development can be achieved according to the targets set. The document is the Mayor Regulation on the Local Development Work Plans Semarang City 2015 which aimed to the implementation can be planned, directed, integrated and sustainable as well as to provide guidance in the formulation of the Budget and Expenditure (budgets) in 2015, it is necessary to set Development Plan (RKPD) Year 2015. Conclusion obtained from the study was:  RKPD 2015 documents must be able to complete the final goal of the planning RPJPD 2010-2015 and prepare answers to the challenges that will come in the next RPJP year period 2015-2020. RKPD 2015 contains both policy development related to budget policy and aimed to encourage community participation in development. However, SKPD did not conduct advocacy role to fight any proposals for the development of society resulting from Musrenbangkel and Musrenbangcam so that it can be said that substantially SKPD no role completely.

Introduction

The phrase of planning and development is an inseparable unity, because development requires planning and planning must be embodied in development, ranging from central government to the local government level. In the structure of the central government, known as the National Development Planning Agency (BAPPENAS) and in the structure of local government is generally referred to by the Development Planning Agency at Sub-National Level (BAPPEDA). In order to realize the ideal of development planning system, it takes a so-called stages, as well as already defined in the Law No.25 of 2004 on National Development Planning System (SPPN) stated that these stages include planning, determination plan, control of implementing the plan, and evaluating the implementation of the plan.

The local development planning should reflect a real regional requirement, as stated by Kuncoro (2012, p.3), that the local development planning is not only planning from the regional, but also the development for the regional.[1] The local development planning has function as a planning to fix the available public resources usage in the regional. So, that is important in the drafting process should be aspirational and using appropriate planning approaches. The Development Planning Agency at Sub-National Level (BAPPEDA), in embodying the certain development should be through some of the development planning process, ranging from Long Term Development Plan (RPJPD), Medium Term Development Plan (RPJMD), the Strategic Plan of the Regional Work Units (SKPD Renstra), Development Plan (RKPD) to the Work Plan the Regional Work Units (SKPD Renja), that is the sort order of hierarchy that is both top down-bottom up. As also mentioned in the Regulations of the Minister for Home Affairs (PERMENDAGRI) No. 54 Year 2010, generally, local development planning in Indonesia know the four approaches, as also mentioned in PERMENDAGRI 54 Year 2010 Article 6, which are technocratic, participatory, political and top down-bottom up.

According to the background above, this study is expected to obtain feedback to improve planning methods that are integrated and synergistic with one another so that the vision and mission of Semarang city development can be achieved according to the targets set.

The document is the Mayor Regulation on the Local Development Work Plans Semarang City 2015. This is a document of Annual Planning containing the translation of the vision, mission and policies of Mayor of Semarang, the formulation based on the Long Term Development Plan Area (RPJPD), Medium Term Development Plan (RPJMD), development planning documents Central Java Province and the attention of the National Medium Term Development Plan. Systematically, the Local Government Work Plan (RKPD) Semarang was arranged as follows:

  • Chapter II: Evaluation of the Result of Last Year and Achievement RKPD Implementation of Government Performance
  • Chapter III: Draft Regional Framework for Economic and Policy Regions Financial
  • Chapter IV: Regional Development Priorities and Goals 2015
  • Chapter V: Programs and Activities Plan Priority Areas
  • Chapter VI: Closing

Format of the document

The document had a format based on the Article 101 paragraph 2 of the Regulations of the Minister for Home Affairs No. 54 on the Implementation of Government Regulation No. 8 of 2008 on Stages, Procedures Preparation, Control, and Evaluation of the Implementation Plan for Regional Development, RKPD arranged through the preparation of RKPD, preparation of preliminary design, preparation of draft RKPD, implementation musrenbang RKPD, the formulation of the final draft RKPD and determination RKPD.

Analysis

The content according to Law No.  25 Year 2004

Law No.  25 Year 2004 regarding Planning System National Development (State Gazette of the Republic of Indonesia Year 2004 Number 104, State Gazette of the Republic of Indonesia Number 4421) becomes a guideline to compile the Local Government Work Plan (RKPD) Semarang 2015. Therefore, in the compilation, the document considers several constituents, as follows: (i) the desired objective; (ii) the objectives and priorities to make it happen; (iii) The problems encountered and the resources that will be used as well as the allocation; (iv)The policies to implement them; and (v) SKPD who has the authority in its implementation.

The content according to RPJMD/RPJPD Semarang

As written in the RKPD Semarang City 2015, the target on the RKPD is compiled to achieve the established vision and mission from the Regional Long-term Development Plan (RPJPD) Semarang City. The Long Term Development Plan area (RPJPD) Semarang is development planning document of Semarang which is derived from the establishment of Semarang city government in the form of a vision, mission and future direction of regional development for the next 20 years from 2005 – 2025. The implementation of RPJPD Semarang Year 2005 – 2025 are divided into stages of development planning in the medium-term development planning periodization area 5 (five) years. RPJPD Semarang is used as a guideline in preparing RPJMD Semarang in each stage and RPJMD period in accordance with the vision, mission and programs of Semarang Mayor elected directly by the people.

RPJMD is further elaborated in the Government Work Plan (RKPD) Semarang which is an annual development plan area, which includes regional development priorities, draft macro-economic framework which includes the description of the economy as a whole, including the direction of fiscal policy, as well as the programs and activities of Unit (SKPD) in the Municipality of Semarang. In addition in 2015 was the period of the last year of the planning stages Medium Term Regional Development RPJMD Semarang 2010-2015. For that reason as a year of transition, RKPD 2015 documents must be able to complete the final goal of the planning RPJPD 2010-2015 and prepare answers to the challenges that will come in the next RPJP year period 2015-2020.
